Businesses spend money to make money. In this case, they are trying to win lottery revenue that otherwise may have reached the pockets on lottery retailers. That said, they actively promote the Aussie Charities they have supported.
I wish governments had the guts to actually totally ban any and all betting on lotteries (regardless of which country the lottery is actually being run in). Shut down these guys and Lottoland and everyone else who is offering anything that looks like lotto but isn’t an official lotto draw authorized by the appropriate state government.
