I was talking with a newsagent this week where it could be the case – where a situation had gone too far and could have been addressed sooner had the business followed the Fairwork advice.

Amanda they would argue it is a business requirement. The issue you describe is more one of workplace health and safety. In many areas delivering after 7am is unsafe. That is the argument I used.
