Oz Lotteries discounts Saturday lotto tickets

In a promotion released yesterday to its customers, online lottery business Oz Lotteries is promoting tickets in Saturday’s $30 million superdraw at a 5% discount. This move is certain to further frustrate newsagents on the back of recent developments such as the approval of a trial to sell Tatts products in selected Coles petrol outlets. I was of a view that it is condition of Tattersalls licenses that Lottery tickets can not be discounted. Explanation from Tattersalls required.

How can they also offer sales up to 8.30pm when the closing time is 7.30pm. Two sets of rules again.

The 5% discount is on a 450 line ticket specially produced by OZ Lotteries (just under $300 in value) not all products. But the question remains, why are they allowed to discounting lotto tickets when if I did it it’s grounds for instant termination of my lotteries agreement?

They charge a lot more than we do for the same ticket, maybe thats how they can get away with discounting. Makes the customer think they are getting a bargain

So you as re-sellers cannot decrease the sell price of tickets, but you can increase them without any threats forthcoming ?
Could someone lay out the actual clause that stops you from discounting ?

I don’t no about other state licensing agreement but in the Lotterywest agreement clause 6.2 states “The Authorised Lottery Products shall be sold by the Licensee at the Prices (and at no other prices) and the licensee expressly agrees that a breech of this clause 6.2 shall entitle Lotterywest to terminate this document under clause 15.1 below”. Not much room to move on that one.

Unless there is other legislation specific to lottery products permitting this, a supplier can not set a minimum resale price on a product (there are a few exemptions but they’re not really relevant here).
